My 45/55 has that wire, and yes it does stop the engine if you earth it.
Quite why Seagull never fitted an actual stop button is the question.
Perhaps they did not have any available, or being pushed for price by the Japanese engines, they needed to pare down costs.

Please do not mess about with the bearings and ignore all advice above. You need new bearings for both sides. If you never put them in the water, they should last years.
