That is an original Daily Mirror photograph from 1928 that I have, Miss Spicer racing on the Thames, Westminster Bridge to Kew Bridge.

Very cool!

The Watermota Outboard Engine was made in the UK I believe. Have seem earlier examples (more like the early Evinrude Rowboat Motors), but nothing quite like this.
