The best one you can find that's within your budget is what you should go for, don't go with a cheap and nasty oil. You get what you pay for these days and in my book quality counts for a lot.
TCW3 in most cases is what you'll find almost everywhere nowadays that's labelled up as 2stroke outboard oil. (no more tcw2 as its been superseded now anyway unless you happen to stumble across some new old stock on the shelves)
The rest is purely down to personal choice and price.
At the end of the day stick to what's in the BS manual and you can't go wrong. The only thing that's changed since a lot of the manuals were first written is the oil itself, and probably for the better in my view.
