Later engines, late 70-80s ish onwards.
That part looks like it is the same Doherty unit as fitted to british motorcycles. New pattern versions are available to fit 7/8th bars.

Some seem to prefer them to the standard lever as they can be adjusted to hold any throttle position, the same as the standard lever.
I don't think Seagull produced them, as it looks to be just a standard British twist grip, black grips with a 90% cable outlet are seen on later QB motors.
I have had old Seagull's with them fitted on in the post and just remove them, you normally see it fitted in conjunction with that horrible add on recoil starter.

The twist grip throttles supplied by Seagull were manufactured by Amal & were fitted as an optional extra by Seagull from about 1978 onwards, though could be supplied to the end used, with the correct cable for just about every carb fitted by Seagull.
Make it idiot proof and someone will make a better idiot.

i am glad you have mentioned the recoil starter, my fp has one and i have been thinking of removing it. i hate it,
now i am not on my own it is coming off.

Never needed to ever buy one, they seem to come free with a Seagulls.

The only problem with using the motor cycle type twist grips is that the cable exits the unit at 90 degrees to the tiller arm, rather than parallel like the Seagull ones, requiring a longer custom made cable, that has to have an untidy routing back up & over the top of the cylinder to the carb.
Make it idiot proof and someone will make a better idiot.

The gearbox looks older than the pump housing/exhaust, big eared fuel cap is a late one, I think it's a mixed bag of parts that makes up this motor.To my eyes it looks a bit younger than 1949?

Drive tube is much much later (it's a shanked type) which is why the chrome is still nice.
Clutch lever is the wrong type for this age of motor
What the hell is up with the tiller???? Uber long or what!!!!!
Cant really get a good look at the gearbox but i suspect it has slots and not holes.
Some of the fixtures and fittings look to have been "updated" as already mentioned.
But let's be fair to the guy, it's not a bad effort is it.
It might not sell at that price though, tis a bit steep for a bitsa. A reasonably good looking bitsa at that.
I shall try and communicate with the seller and see if he's one of us
