Clutch fork should sit with no friction between gearbox housing and prop when not engaged. I believe all driveshafts should be hollow.
In my experience it’s usually the bottom of the shaft that gets clogged up. I always assumed that this is the work of gravity over time. A very long drill bit will loosen the rust etc out of the center of the shaft.

On the plastic plug, a good pair of pliers/grips around the outside of the plug will be enough to break the seal (counterclockwise) without damaging it. The screwdriver grooves on the end generally get chewed up with age, and can be hard to use as you have seen. If you do mess up the plug, new ones ...

Solved! Though not my proudest moment to be sure. Hopefully my mistake will be a lesson for others. I had reassembled with the Wipac MK4 CDI installed the wrong way around (rotated 180 degrees). Tried a few more things tonight, still no luck: WD40 and fresh gas in the intake, and Amal 2 jet carb. Spark did indeed jump quite far from bare cable tip, several mm at least. Thanks Bruce for the tips! No luck so far, unfortunately for me. Took the cases apart, they cleaned up easily and appear in good condition. Had a bit of that red silicone-like gasket sealer on the mating surfaces which I cleaned off, hoping that had degraded and was causing the issues. Alas no. Ligh...
