Outboard With Villiers engine

Found this in the local scrap yard. The Villiers motor was built in Ballarat Victoria. It turns over freely & I will dismantle it & clean up & hopefully will go again. Does any one know anything about this outboard?

What does that say on the transom bracket casting?

Can't see enough detail on the motor pics.
Make it idiot proof and someone will make a better idiot.
