Have been tinkering (as you do) giving the outboard a bit of a check over as i am yet to use it, and have noticed that water does not pump on tickover? It does when you raise the engine speed though? Is this normal with centrifugal propeller or should it pump constant?

Indeed this is common. On some, i.e. with clutches they do tend to pour water at idle but most others need a bit of rev before the water comes through.
