My experience with different mix ratios is that there doesn't seem to be much difference between 20:1 and 25:1 on 70s amal carb silver centuries. I think it should still rev up, would check usual suspects areas such as fuel filters, carb, gearbox, prop., spark under load [ check with variable spark gap tool]. Try with less load, although it should still do full revs, I've had the keel stuck in the sand and the 5.5 hp silver century would still give full revs.
