Leaking fuel cap

Yes my new top washer is some sort of fibre, but as I say, it is not thick enough.
I don't know whether my fuel cap is defective, but it seems fairly new.
If you take the washer off and tighten the screw, it does not go all the way down leaving a 1.3mm gap.
Because the washer is only 1.3 mm thick, it cannot make a good seal.
The rubber tap washer is 2mm thick and holding up well so far.
