Engine has been sitting for a while/years maybe? Was any maintenance done before putting into service, such as cleaning the carb? If not it is possible you have some dirt blocking the jets. Does it run any faster if you use the choke? If so, the carb will need cleaning and possibly the tank. Try the easy stuff first.
