It's not cobblers Keith it's a "Jake" a coracle anchor from the Isle of Man, I think there's a picture of one on their flag.
Didn't Rolf Harris have a song about one?

It could still be used as a anchor but only if fishing for sole

isn't it the sort of anchor that you use on a cobblerstone bottom in a crowded anchorage so you can get a shoe in
