Villiers carb problem?

Hi, I've had several trouble-free years use with my featherweight. Anyway I couldn't resist a nice shiny forty plus mk ii on ebay - and I think that I have a problem with the carb. Here are the symptons:
1. Carb sometimes floods without tickling
2. Runs for a while but splutters to a stop. I can prevent it spluttering to a stop by shutting off the fuel supply, but then I have to re-open the fuel tap to ensure that the fuel in the carb doesn't run out, but then I have to shut the fuel tap again to prevent it spluttering to a stop etc.
I've taken a look at the villiers diagram and I noticed that my carb is missing the Centerpiece Washer (item no 12 on diagram).
So before I dig any deeper into the problem - can someone tell me if this washer is important?

number 12 is the fibre type washer that slides up the main jet centre piece (#11) It could be stuck in the carb body (#17) have a look and it might be in there. If you have pulled the carb apart and cleaned everything, put it all back together and fit it back on your motor and I bet all you problems are over. The reason why it was leaking fuel out the trickle was because the float would of been binding inside the float bowl some place, or the needle and seat was dirty. That also would of been the reason why it was running like a pig to.

Ok, I found the washer - it was in the right place I just didn't spot it!
Still no luck though. I'll try cleaning the carb again.

I must admit I did get get the screw A in the wrong position but I've since corrected it - still no joy.
I've had a quick look down the main jet and it was a bit mucky. I've now cleaned it but it's too late to test the engine so I'll have to wait until tomorrow.

Flooding. Probably a #31 problem.
#31 adjusts float height.
Adjust float height inverted to base of carb body horizontal. The less the gap the higher the level and vice versa.
Individual motors differ in this height.
Too high, it will flood. Too low and will starve. There is a basic factory starting clearance as a guide. Old Brain forgets what that is............
There is no absolute value written in stone.

I haven't quite got the hang of this site yet so please bear with me if my posts appear in odd places.
The engine is now running fine. It starts and runs smoothly. I now have an impeller issue (another post). The problem was muck from the inside of the brass tank! The previous owner had allowed petrol to evaporate in it - I should have checked.
