Getting the motor out of the water, HELP!!

So this is where I'm at...........
'91 Grumman 19' SF fishing boat, 70 H.P. 'Rude O.B.
I installed a new transom mount for my '69 Century long shaft 4.0 HP.
With the new mount, I can EASILY raise and lower the motor, (the last mount was a P.O.S.)! (total raise is 13 1/2" most "throw" I could find in a mount)
The water level to run it is now is perfect, but when I raise it and when I'm on plane, the S.G. lower unit is in the water. I broke my plastic clip and there is no way I can run it this way.
1) Can I tilt the Sea Gull's safely?? If I can we're golden, out of the way nice, nice)!
2) any ideas if not, how I can raise the motor another 6"?
sliding up and down in the tube is one answer, but that is a pain in the aft.
